'Helicopter drops' is the term for economic policy which seeks to place cash in the hands of the general public directly. This often takes the form of stimulus cheques, but can also be done via tax relief.

In criminal justice, there are many cases (financial fraud, sexual misconduct) where it is hard to gather direct evidence (DNA, witness testimoney, etc.) but fairly easy to gather circumstantial evidence (seen fleeing the crime scene, human behavior, access to data, etc.). These cases also low rates of prosecution relative to other crimes.
